Program direction for each region is guided by input from industry. Each Producer Advisory Group (PAG) is comprised of producers, solution providers and consultants who meet and discuss regional needs in the area of applied technologies. Each year, a plan is submitted and activities are organized based on this focused input. PAG groups serve all oil and natural gas producing states in the country.

Board of Directors Biographies

GENE L. AMES, III is the General Manager for The Nordan Trust, a San Antonio based independent oil and gas producer established in 1969.

Prior to joining The Nordan Trust, Mr. Ames originated exploration projects in the Gulf Coast, Anadarko, Permian and East Texas Basins.   Also, he spent over ten years as Vice President of Exploration and Operations with Venus Exploration Inc.   Ames also has an extensive background in producing property operations and upstream exploration and production petroleum technology. 

Mr. Ames received B.S. degrees in Business Administration and Geology from Trinity University in San Antonio.  Ames has served on various boards and committees in industry oriented organizations including the Independent Petroleum Association of America, the American Association of Petroleum Geologists, The Gulf Coast Association of Geological Societies, Texas Independent Producer and Royalty Owners Association and the Interstate Oil & Gas Compact Commission.  He is state certified petroleum geologist and currently President for the South Texas Geological Society.

Ames previously served as chairman of the Producer Advisory Group of PTTC's Texas Region and has been involved with PTTC for several years.

ALLEN GILMER, Before co-founding Drillinginfo in 1999, Allen Gilmer served as President of Visos Energy Corporation from 1997 to 2000 and as a Research Fellow at the University of Texas Bureau of Economic Geology. While there, he directed research which earned him and his team critical patents in the field of multicomponent seismology. These intellectual properties were used to found Dallas-based Vecta Technology, LP. Prior to co-founding Visos, Allen co-founded Anasazi Exploration, Inc., a small E&P and 3-D seismic consulting company, and Strata Various, LLC, a small full-service 3-D seismic acquisition/shoot to earn company. Before that, Gilmer worked for Marathon Oil Company in Geophysical Research, Worldwide Seismic Acquisition, and South American Exploration. He holds a B.A. Geology degree from Rice University and an M.S. Geology with Geophysics minor from the University of Texas at El Paso.

RICHARD E. (RICK) GOINGS is Manager of Geology, Northeast Gas Basins, for Dominion Exploration and Production, Inc. He is currently based in Jane Lew, WV where his responsibilities include geological oversight of the exploration and development drilling programs in the Michigan Basin and Appalachian Basin for Dominion E & P. Rick has 26 years experience in the oil and gas industry in various technical and supervisory positions beginning in 1979 with Consolidated Natural Gas, which was acquired by Dominion Resources, Inc. in 2000. Mr. Goings began his career in Clarksburg, WV in 1979 with Consolidated Gas Supply Corp. He then spent 5 years in Pittsburgh with CNG Development Co. and 10 years in New Orleans with CNG Producing Co. prior to returning to the Clarksburg area in 1997. Mr. Goings has work experience in the Gulf of Mexico and Gulf Coast in addition to his experience in the Northeast.   

 Mr. Goings has a B.S. in Geology from Hanover College (1979) and an M.S. in Geology from West Virginia University (1991). Mr. Goings is a Certified Petroleum Geologist with AAPG and is currently serving as Chairman of the Appalachian Region Producer’s Advisory Group of the PTTC. Rick is a member of several other professional and industry organizations including AGS, PGS, PAPG, IOGA-WV, IOGA-PA, and AAPG.

J.C. "CHRIS" HALL is President of Drilling & Production Co., located in Torrance California.  He is a third generation oil producer, with production primarily in the Kern County area.  Chris has over twenty six years oil field experience, from working as a roustabout in the field to running an independent oil production company; he has also done considerable work for landowners on commercial and residential development projects in oil fields.  In 1972 he graduated from Brown University in Providence, Rhode Island, with a Bachelor of Science in Mechanical Engineering.  Prior to coming to his present job in 1982, Chris served ten years as a nuclear and submarine qualified commissioned officer in the United States Navy; his last duty assignment was as Lieutenant Commander, Engineering Department Head for New Construction of the submarine USS Jacksonville (SSN699).  Chris has been extremely active in oil and gas industry issues through his involvement in numerous trade associations.  He has served as President of the California Independent Petroleum Association (CIPA) 1988-1990; the Management and Executive Committees of Independent Petroleum Association of America (IPAA) 1989-1993; the Administrative and Executive Committee Chairman of Conservation Committee of California Oil Producers (CCCOP) 1990-1991, to name a few.  He is also very active in numerous other volunteer activities.  He is a past President of the national Petroleum Technology Transfer Council (PTTC), an organization of which he is a founding member.

JOE JACOBS is the President of Gas Masters of America Inc. This Company operates approximately 200 shallow wells, associated pipe lines, compressor stations, and gathering facilities in North LA.

Mr. Jacobs serves as current chairman of the Producers Advisor Group of the Central Gulf Region of the PTTC. He is presently a member of the Board of Directors of the Louisiana Independent Oil and Gas Association, Vice Chair of the University of Louisiana at Monroe-steering committee- annual fund, and President of the MOG Industrial Supply, Sterlington La.  (Industrial & oilfield Supplies).

 Mr. Jacobs received a B.S. degree in Business Administration from Northeast Louisiana University in 1978, and an MBA degree from University of Louisiana at Monroe in 2000.

KARL KAUFMANN owner and President, founded Jackson, Mississippi-based
Valioso Petroleum Company in 1988. He is an active oil and gas explorationist in the onshore Gulf of Mexico. Mr Kaufmann received a BS in Geophysics from Texas A&M University. He is active in SEG, Mississippi Geological Society, the Jackson Geophysical Society and has been involved in PTTC's Eastern Gulf Region for years, where he now serves as Chairman of the Producer Advisory Group.

FLETCHER LEWIS is a consulting engineer and geologist working through Fletcher Lewis Engineering, Inc., a company he formed in 1981. There Mr. Lewis evaluates oil and gas reserves for in-house use, government reports and bank requirements and provides expert testimony for both state regulatory commissions and litigation. Lewis is also president of Rainmaker Oil and Gas, which provides full operations of oil and gas properties. Working in the industry since 1972, Lewis has prior experience with several independents covering the gamut of operations, production and reservoir engineering duties. He received a BS in geology from the University of Nebraska, later adding Masters degrees in geology (University of Oregon) and petroleum engineering (University of Oklahoma).

 Lewis is a registered professional engineer in Oklahoma and Texas and is active in many industry organizations, including: Interstate Oil and Gas Compact Commission, American Association of Petroleum Geologists, Society of Petroleum Engineers, Society of Professional Evaluation Engineers, and the Oklahoma City Geologic Society. He has been involved with PTTC’s South Midcontinent Region from its very early days.

ROBERT E. MCDOUGALL is President of Westland Energy Inc, an independent oil and gas producing company located in Cody, Wyoming.  Mr. McDougall began his oil and gas career in 1968 with Texaco, Inc and subsequently worked for several independent oil and gas companies in numerous U.S. regions before co-founding Phoenix Production Company during 1989.  Bob and his wife Carol sold Phoenix in 2003, and they have now begun an exciting new venture with Westland Energy.

Mr. McDougall has Mechanical Engineering and Business Administration Degrees from North Dakota University.  He is a Registered Professional Petroleum Engineer in four Rocky Mountain States.  Bob was appointed to the Wyoming Oil and Gas Conservation Commission and the Interstate Oil and Gas Compact Commission for four years.  He is a member of the Society of Petroleum Engineers and has served in officer positions in three different SPE Sections as well as Chairman of the Rocky Mountain Regional Meeting in 1986.  Bob is past president of the Wyoming Independent Producers Association and is a member of IPAA.  He serves on the PTTC Board representing the Rocky Mountain Region.

GARY L. REED is President of Arkan Petroleum, Inc. in Wichita, Kansas. Gary holds a BS in Mechanical Engineering from the University of Arkansas and is a registered professional engineer in the state of Kansas.  Gary began his career as a production engineer with Cities Service Oil Company in 1971.  He became Vice-President of Range Oil Company, Inc. in Wichita, Kansas in 1977.  Gary started his own firm, Arkan Petroleum, Inc., in 1989 offering consulting petroleum engineering services to mostly independent oil and gas producers in the state of Kansas. Gary has held numerous offices in professional oil and gas organizations including Chairman of the Wichita Petroleum Section of  SPE, Chairman of the Kansas Chapter of the IADC and Chairman of the Kansas Chapter of SIPES. Gary currently serves on the board of directors of the Kansas Independent Oil and Gas Association and is Chairman of the Petroleum Technology Transfer Council Mid-Continent North Region PAG.

RICHARD STRAETER is President of Continental Resources of Illinois, Inc., a wholly owned subsidiary of Continental Resources, Inc.  The company is the fourth largest oil and gas producer in Illinois and currently operates over 850 wells in Illinois, Kentucky, and Indiana, with an area focus of the Mississippi River eastward.  Following graduation Mr. Straeter worked in Africa and France for Flopetrol Johnston Schlumberger, then spent  eighteen years as an engineer and vice-president for Barger Engineering in Evansville, Indiana doing consulting engineering.

Mr. Straeter received a BS degree in Petroleum Engineering from the University of Missouri-Rolla in 1983.  He is a Registered Professional Engineer in Illinois, Indiana, Kentucky and Tennessee and a member of the Society of Petroleum Engineers.

He serves as current chairman of the Producers Advisors Group of the Midwest Region of the PTTC.  On a local level, he serves as a board member of Illinois Oil and Gas Association.  He is a member of  Independent Oil Producers Association as well member of  Illinois, Kentucky, Indiana, Michigan, and Ohio Oil and Gas Associations.
