About the Region

PTTC’s Rocky Mountain Region serves 11 states – Arizona, Colorado, Idaho, Montana, Nebraska, Nevada, northern New Mexico, North Dakota, South Dakota, Wyoming and Utah. Outreach and technology transfer activities are provided through the Colorado School of Mines. Mary Carr, Geology and Geological Engineering serves as the Regional Director.

Robert McDougall, Westland Energy Inc., Cody, WY, currently serves as Chairman of the Producers Advisory Group (PAG). Responsibilities of the Producer Advisory Group are to listen to industry in their sphere of influence, focusing on what industry is interested in and wants to learn more about. Members then use this insight to guide regional activities – what topics for workshops, where workshops should be held, potential partners for cooperative efforts, etc.

MARY CARR is the Director of the Rocky Mountain Region PTTC and an Assistant Research Professor at Colorado School of Mines. Over the past 10 years her focus has been the Brushy Canyon deepwater sandstone outcrops of West Texas, conducting field work and producing reservoir models of the outcrops. She has also been involved in outcrop and subsurface studies of the Tensleep Formation in the Big Horn and Wind River Basins of Wyoming. 

Mary received her Bachelors and Masters degrees in Geology from University of Texas at Arlington. In 1994 she received her Doctorate from The University of Texas at Austin working with Gary Kocurek on the Entrada Sandstone of Utah. Mary has authored several papers on eolian sedimentology, deep water sand deposition and building deep water sandstone reservoir models.

ROBERT E. MCDOUGALL is President of Westland Energy Inc, an independent oil and gas producing company located in Cody, Wyoming. Mr. McDougall began his oil and gas career in 1968 with Texaco, Inc and subsequently worked for several independent oil and gas companies in numerous U.S. regions before co-founding Phoenix Production Company during 1989.  Bob and his wife Carol sold Phoenix in 2003, and they have now begun an exciting new venture with Westland Energy.

Mr. McDougall has Mechanical Engineering and Business Administration Degrees from North Dakota University. He is a Registered Professional Petroleum Engineer in four Rocky Mountain States. Bob was appointed to the Wyoming Oil and Gas Conservation Commission and the Interstate Oil and Gas Compact Commission for four years. He is a member of the Society of Petroleum Engineers and has served in officer positions in three different SPE Sections as well as Chairman of the Rocky Mountain Regional Meeting in 1986. Bob is past president of the Wyoming Independent Producers Association and is a member of IPAA. He serves on the PTTC Board representing the Rocky Mountain Region.
