DOE Tackles Gas Pipeline Integrity and Reliability IssuesDOE's National Energy Technology Laboratory (NETL) is tackling integrity and reliability issues of the U.S. aging natural gas pipeline infrastructure on two fronts. One front is through cost-shared awards to the National Labs, an effort which leverages their technical capabilities for the O&G industry. NETL will manage 10 R&D projects with total funding approaching $3 million at eight of the National Labs. Example projects include:
In a parallel effort, DOE made 10 awards to universities, R&D organizations, and industry. This two-pronged approach, which leverages the strength of both groups, should bear fruit for the pipeline industry. DOE Evaluates "Marginal Properties" in GOMDOE's National Energy Technology Laboratory (NETL) has completed a comprehensive evaluation of "marginal properties" in the Gulf of Mexico (GOM). The analysis focused on leases in 200 meters or less water depth, which account for about 50% of the oil production and 75% of the total gas production in the GOM. Objectives of the study are twofold: (1) develop a methodology to predict when the existing oil and gas leases are expected to reach their economic limit of production and (2) determine what impacts specified economic incentives, in terms of Federal royalty relief, will have in extending economic life. DOE completed this analysis at the request of the Independent Petroleum Association of America (IPAA) and the National Oceanic Industry Association. The entire analysis was completed in close consultation with a peer review committee with participants from three operating companies (Devon Energy, Forest Oil, and EOG Resources), the American Petroleum Institute, and the Petroleum Technology Transfer Council. Defining Alternatives to Optimally Supply Natural GasDOE's Strategic Center for Natural Gas (SCNG) has initiated a new study to determine the optimal mix of pipe and storage to meet "peaking" requirements (those seasonal and other short duration requirements) in a rapidly increasing natural gas market. The results of this assessment could impact future development of natural gas infrastructure throughout the U. S. The study, titled "Supplying Natural Gas for Peaking in a 30+ trillion cubic feet (Tcf) Market" will look beyond the "more pipe" solution and include a robust assessment of natural gas storage to meet peaking requirements in a rapidly growing market. DOE Traveling Workshops—Field Demonstration Projects for IndependentsDOE's National Energy Technology Laboratory (NETL) and the Petroleum Technology Transfer Council have been holding a series of workshops featuring field demonstration results from DOE's programs targeting independents, which include: Stripper Gas Well Program, Technology Development with Independents, and Stripper Well Consortium. Results of some projects are summarized in the state-of-the-art summary presented in this newsletter. Workshops have been held in Mississippi, Indiana, Texas, Colorado, Pennsylvania, and Kansas. Two workshops, scheduled during February 2002, remain in the series.

Planned DOE Solicitations During 2002The U.S. Department of Energy's (DOE) National Energy Technology Laboratory plans for its National Petroleum Technology Office in Tulsa to issue several solicitations during 2002 of direct interest to independent operators. Each solicitation will target different specific needs, but all should yield results that independents can apply to their bottom line.
