About the
Region
PTTC’s
Texas and Southeast New Mexico Region serves all of
Texas and southeast New Mexico. Outreach and technology
transfer activities are provided through the
University of Texas at Austin’s
Bureau of Economic Geology (BEG).
Scott Tinker, Director of BEG, also
serves as the Regional Director.
Sigrid Clift,
BEG, serves as Technical Director. Consultant
Bob
Kiker provides outreach and technology
transfer services on a consulting basis with a primary
focus on the West Texas/southeast New Mexico area.
Allen Gilmer, Vecta Exploration Ltd, Austin, TX,
WY, currently serves as Chairman of the
Producers
Advisory Group (PAG).
Responsibilities of the Producer Advisory Group are to
listen to industry in their sphere of influence,
focusing on what industry is interested in and wants to
learn more about. Members then use this insight to guide
regional activities – what topics for workshops, where
workshops should be held, potential partners for
cooperative efforts, etc.

SIGRID CLIFT
serves as Information Geologist at the Bureau. She is
responsible for responding to public requests for
information regarding Texas geology. She actively works
with the Bureau’s K-12 outreach program, plus provides
day-to-day management of the PTTC program for the
region. Beyond serving PTTC’s audience, this role allows
the Bureau to gain insight into the upstream issues that
independents face. She holds a B.S. in Geology from the
University of Texas at Austin.
ALLEN GILMER, Before co-founding Drillinginfo in 1999, Allen
Gilmer served as President of Visos Energy Corporation
from 1997 to 2000 and as a Research Fellow at the
University of Texas Bureau of Economic Geology. While
there, he directed research which earned him and his
team critical patents in the field of multicomponent
seismology. These intellectual properties were used to
found Dallas-based Vecta Technology, LP. Prior to
co-founding Visos, Allen co-founded Anasazi Exploration,
Inc., a small E&P and 3-D seismic consulting company,
and Strata Various, LLC, a small full-service 3-D
seismic acquisition/shoot to earn company. Before that,
Gilmer worked for Marathon Oil Company in Geophysical
Research, Worldwide Seismic Acquisition, and South
American Exploration. He holds a B.A. Geology degree
from Rice University and an M.S. Geology with Geophysics
minor from the University of Texas at El Paso.
BOB KIKER
is a thirty-year veteran of Conoco, retiring in 1994 to
assume the position of Executive Vice President of the
Permian Basin Petroleum Association. Bob held this
position until February 1998, when he resigned to form
Robert D. Kiker Inc. to pursue his personal goal as a
consultant in operating and regulatory practices for the
oil and gas industry. In April 1999, Bob was selected to
fill the new Permian Basin Mentor position for the PTTC
–Texas Region. In 2001 Bob was selected as a member of
the steering committee for the Applied Petroleum
Technology Academy (APTA) an entity established by Jim
Henry of Henry Petroleum to provide field training for
foreign oil and gas employees. Bob served as APTA's
first Executive Director and now serves as President
Elect. Bob was the Chairman of the Society of Petroleum
Engineer’s Permian Basin Section for the year 2002-2003.
He is the author of numerous petroleum technology
papers, manuals, and makes annual presentations at
petroleum association and technical conferences.
DR. SCOTT W. TINKER is Director of the Bureau of Economic
Geology, The University of Texas at Austin, a major
international energy and environmental research
organization. He is the State Geologist of Texas and a
Professor in UT’s Department of Geological Sciences. He
is also a member of the Steering Committee of the new
John A. and Katherine G. Jackson School of Geosciences.
Before joining the Bureau in 2000, he was an Advanced
Senior Geologist at Marathon Oil’s Petroleum Technology
Center in Littleton, Colorado, where he designed and
managed studies of large oil and gas fields. He earned a
Ph.D. in geological sciences from the University of
Colorado. He is an expert in energy issues and reservoir
characterization of carbonate systems. A recipient of
best paper awards in two major journals and former AAPG
Distinguished Lecturer, he was recently selected for the
2002 inaugural series of the joint SPE/SEG/AAPG
Distinguished Lecturer program. He is a member of many
professional and honor societies, and is actively
involved in several technical and steering committees.
He is also a member of the Board of Visitors at Trinity
University, the American Geological Institute
Foundation, and following a recent appointment by the
Lt. Governor of Texas, the Oil Field Cleanup Advisory
Committee.
